Renewal of the Tri-Agency Financial Administration

Simplifying and modernizing the Tri-Agency Financial Administration Guide

The Agencies are looking to streamline and simplify the administration and use of grant funds by creating a "principles-based" guide that promotes efficiencies, reduces administrative burden and provides greater flexibility to administering institutions and grant recipients in ensuring the appropriate accountability and use of grant funds.

This principles-based guide will foster a balance between control and flexibility, and it will also take into consideration existing administering institutions' policies, processes and internal controls.

At a glance

The Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council of Canada (SSHRC) (the Agencies) have launched a new initiative called Renewal of the Tri-Agency Financial Administration. This initiative will focus on the following three key areas:

  • Moving to a more flexible approach for the administration and use of grant funds, which will bring significant changes to the Tri-Agency Financial Administration Guide;
  • Renewing the Agencies' approach to Financial Monitoring reviews; and
  • Increasing the effectiveness of the administration of grants.

The Agencies began consultations at the annual meetings of the Canadian Association of Research Administrators (CARA) and the Canadian Association of University Business Officers (CAUBO). The Agencies will seek further input from the administering institution community at large.
