About the program

The Northern Contaminants Program (NCP) engages Northerners and scientists in research and monitoring of long-range contaminants in the Canadian Arctic, that is, contaminants that are transported to the Arctic through atmospheric and oceanic processes from other parts of the world and which remain in the Arctic environment and build up in the food chain (see NCP’s list of contaminants of concern).

The data generated by the NCP is used to assess ecosystem and human health, and the findings of these assessments are used to address the safety and security of traditional country foods that are important to the health and traditional lifestyles of Northerners and northern communities. The findings also inform policy, resulting in action to eliminate contaminants from long-range sources.

The NCP funds research, monitoring and related activities in Yukon, Northwest Territories, Nunavut, Nunavik and Nunatsiavut. This includes the traditional territories of Yukon First Nations and of the Dene and Metis of the Northwest Territories, and all of Inuit Nunangat. Proposals for work to be conducted outside these regions will be considered on a case-by-case basis according to their relevance to priorities and objectives identified in the NCP strategic guidance documents (the ‘NCP Blueprints’). The 5 subprograms are:

  1. Human health
  2. Environmental monitoring and research
  3. Community-based monitoring and research
  4. Communications, capacity and outreach
  5. Program coordination and Indigenous partnerships

Starting in 2020-2021, the NCP began supporting multi-year projects under each of the 5 subprograms. As a consequence, a portion of the funds for each subprogram has already been committed to projects extending to 2022-2023.

For this call for proposals, $1 million is available in 2021-2022 for new projects that will address priorities and objectives described in the NCP Blueprints, particularly in relation to human health biomonitoring and plastic pollution in Canada’s Northern and Arctic regions. Applicants may request funding for up to 3 years.

Who can apply

There are no restrictions on who can apply for NCP research funding. Past applicants have included but have not been limited to:

  • Indigenous governments and organizations
  • Academic based researchers
  • Government based researchers
  • Not-for-profit organizations
  • Northern or Indigenous community groups or individuals

Deadline

The deadline to apply to the 2021-2022 call for proposals is February 16, 2021.

How to apply

To apply for the 2021-2022 call for proposals please:

  1. Read the Northern Contaminants Program Call for Proposals 2021-2022 proposal submission guidelines

    • Proposal requirements (Section 1.5)
    • Preparing a proposal and budget submission (Section 2)
    • Community engagement requirements for NCP projects (Section 3.1; Appendix C)
    • NCP priorities and objectives (the “NCP Blueprints”) (Sections 6, 7, 8, 9, 10)
  2. Complete a proposal using the Proposal template
  3. Complete Budget tables 1 and 3 using the Budget template
  4. Complete Community engagement forms in collaboration with relevant northern organizations
  5. Email the complete proposal package with the proposal, budget, community engagement forms to aadnc.plcn-ncp.aandc@canada.ca

Complete proposal packages must be submitted by email (maximum size: 10 MB) to the NCP Secretariat at aadnc.plcn-ncp.aandc@canada.ca using the following text as the Subject: NCP Proposal 2021-2022 - insert name of Project Leader.

The proposal must be consistent with the current proposal format as an MS-Word file, while Budget Tables 1 and 2 are prepared and submitted using the Excel-based templates. Please note, compressed files cannot be submitted.

All project team members identified in the proposal are to be copied on the email submission. Proposal submissions that do not copy project team members on the submission will be requested to re-submit.

The signed Community engagement form(s) and/or letters of community support may be submitted by the applicant or directly by the Northern community organization(s), by email, to the NCP Secretariat at aadnc.plcn-ncp.aandc@canada.ca. Signed Community engagement forms will be accepted until February 15, 2021.
