In accordance with the National Defence Security Orders and Directives (NDSOD), Chapter 6: Security of Information and Standard 6: Security of Information Standards, DND and CAF information must be appropriately protected from unauthorized access, use, disclosure, modification, transmission, disposal or destruction throughout its lifecycle.
When completed, "CAN PROTECTED B" forms MUST NOT BE SAVED UNENCRYPTED on any network, workstation drive or storage media, and MUST BE ENCRYPTED USING THE DND ISSUED PKI SMARTCARD.
Failure to respect these requirements is a security incident that must be reported to the local ISSO, and may result in administrative or disciplinary measures.
This form is designated "Protected B" information once completed.
Notice to Applicants
This Letter of Intent form is specifically for applicants proposing solutions for the Canadian Safety and Security Program - Innovation Networks - Call for Proposals for Micro-nets (CFPMN).
This CFPMN is open to multidisciplinary teams of researchers from at least three separate organizations and/or institutions including Canadian universities and educational institutions, not-for-profit organizations, for-profit organizations, provincial / territorial / municipal governments, and international universities and education institutions. The Lead Applicant (“Applicant”) must be an eligible Canadian organization. At least one Canadian provincial, territorial or municipal government organization must be included as either the applicant or a partner organization in the network. The Applicant will assume the responsibility of submitting the letter of intent and serving as the point of contact for the duration of the CFPMN. Employees of the Department of National Defence/Canadian Armed Forces (DND/CAF) are not permitted to participate in the drafting or development of letters of intent or proposals by applicants. Applicants are not to solicit such assistance.
Prior to submitting a letter of intent, Applicants should read the CSSP CFPMN Applicant’s Guide. It contains information on how to complete and submit this form; as well as the challenge statement and CFPMN requirements.
Applicants should demonstrate their understanding of the requirements contained in the CSSP CFPMN Applicant’s Guide and explain how they will meet these requirements. Applicants should demonstrate their capability and describe their approach in a thorough, concise and clear manner for carrying out the work. The letter of intent should address clearly and in sufficient depth the points that are subject to the evaluation criteria against which the letter of intent will be evaluated.
To maintain the integrity of the evaluation, evaluators will consider only information presented in the letter of intent. No information will be inferred and personal knowledge or beliefs will not be considered in the evaluation. Evaluators will take the entire letter of intent into consideration for each criterion. If information is found elsewhere in the letter of intent that corresponds to a criterion, evaluators will consider this.
Only unclassified letters of intent will be accepted for this CFPMN. Once submitted to DND, the letter of intent is considered the final version for consideration.
Note: Input fields in the letter of intent form marked with an asterisk (*) contain a maximum character limit. The responsibility to maintain within the maximum character limit is the responsibility of the applicant. A character includes a space, punctuation, letter, number, or symbol; additionally, blank line spaces between paragraphs count toward character count and should not be used.

No commercially confidential information which you submit will be disclosed unless otherwise authorized by you; required to be released by law (including ATIA). Part 3: The Project
The project describes a proposed solution aimed at establishing the knowledge and technological advantage needed to address Canada’s first responder (police, fire, paramedics) interests for the science and technology (S&T) challenge: Lighting the path with AI: Advanced analytics and decision support for first responders.
The project proposes to address first responder (police, fire, paramedics) S&T requirements in the following innovation areas:
Big data and algorithm-based tools for strategic and operational levels of analysis
Responder analytics for the frontline
Artificial intelligence tools for detecting tri-service / emergency management trends, activities, and information fusion
Improved situational awareness science and technology supports that go beyond current industry offerings

By submitting this letter of intent, the lead applicant:
- Has read and understands all the terms and conditions of the transfer payment program set out in this letter of intent form and the CSSP CFPMN Applicant Guide.
- Certifies that any organizations / institutions listed in this letter of intent have authorized the lead applicant to provide their personal and confidential information. Any proprietary or confidential provided as part of this submission, on behalf of any party, is provided with the approval of that party.
- Understands that the personal / business information in this letter of intent is collected under the authority of DND’s CSSP and is subject to the federal Access to Information Act and Privacy Act. Federal reviewers are bound by the requirements of the Access to Information Act and the Privacy Act regarding the treatment of confidential information. Necessary measures will be taken to protect the confidentiality of the information provided by the applicant.
- Understands that and acknowledges that the project title, keywords, and Applicant name and organization of all proposals extended an invitation to submit a full proposal will be shared with other applicants invited to submit a full proposal.
- Is primarily affiliated with an eligible organization/institution which has agreed (at least in principle) to be designated the initial recipient for the purpose of a Contribution Agreement.
- Understands and acknowledges that, should you be invited to submit a full proposal, no liability, commitment or obligation exists on the part of DND to make a financial contribution to the project until the project is approved for funding and a written Contribution Agreement is signed by both parties.

- Applicants will be required to register and submit a letter of intent using the Connect service provided by Canada Post Corporation (CPC). For instructions on how to create a Connect account, request a Connect conversation, and submit the letter of intent using Connect, please refer to Part 2 - Application, Submission & Evaluation Process of the CSSP CFPMN Applicant’s Guide.
- Note: It is the applicant’s responsibility to hold an account with CPC and to establish email communications with the CSSP in order to submit a letter of intent. Requests to open a Connect conversation received after the three business day cut-off prior to the CFPMN closing date and time may result in the late submission of your letter of intent.
- Once the letter of intent has been submitted, it is presumed that it is final, and the applicant will no longer be able to make changes to the letter of intent. Late application(s) will not be assessed.
